Jay V. Haigler,
Principal

Mr. Jay V. Haigler has over 20 years of experience in every aspect of residential and commercial real estate development, asset management and engineering.  In addition, he has direct experience with state, local and federal government and private sector programs and initiatives designed to promote affordable and market-rate housing, economic and community development. Mr. Haigler has participated in programs, including FHA, CDBG, Rural Housing Services (formerly Farmers Home Administration), FHLB community support programs, Freddie Mac, tax abatement and similar local development tools and resources, and the various initiatives to attract economic development to under-served inner-city and rural communities.

As a real estate developer, Mr. Haigler has participated in numerous public-private partnerships. He has successfully worked with federal, state and local elected and appointed officials and administrators, and key neighborhood and community decision-makers to achieve desired results. Mr. Haigler successfully completed thJay Haigler: Principale first phase of a fifty - (50) acre mixed-use planned unit development, consisting of 254 residential units and a day care facility.  This phase was comprised of 72-tax credit apartments units, 30 single-family homes and the associated infrastructure. For this development, Mr. Haigler managed the market research and analysis; site selection and land acquisition; zoning and land use processing; political processing; financial analysis; structured and negotiated the project financing (debt and equity); tax credit application processing; the architectural/engineering design process; community relations; marketing activities; developed the construction bid systems and contract award schedules; construction management and administration; and construction inspections.

Mr. Haigler has a Bachelors of Science degree in Electrical Engineering from The Catholic University of America in Washington, DC. He is a graduate of the Massachusetts Institute of Technology's Center for Real Estate's Minority Developers Executive Program.


Mr. Haigler is an accomplished tri-athlete and an avid scuba diver and underwater archaeologist. When he is not working in the interests of our clients' or our own portfolio, Mr. Haigler can be found at the world's best dive locations or preserving historical ship wrecks.

 

Bradley Farrar,
Managing Director

Mr. Farrar serves as Managing Director and Counsel to the Company.  He is a nationally recognized expert with affordable housing programs and economic and community development. He has over fifteen (15) years of finance, legal, and business experience.  Prior to joining the company, Mr. Farrar served as Deputy Director of a quasi-governmental  redevelopment agency, where he was responsible for the development and asset management of several mixed use housing developments totaling over $150 Million.  He also served as Deputy Director of  a municipal government's Department of Housing and Community Development were he was responsible for Rental Assistance Programs, Low Income Housing Programs, and Community Development Block Grant Programs. Additionally, he has provided advice to the United States Treasury Community Development Financial Institutions Fund regarding its New Markets Tax Credit Program.

Mr. Farrar has served as a financial and investment advisor to state government agencies, municipalities and housing authorities in the northwestern United States. A member of the Maryland State Bar Association, Mr. Farrar holds a bachelor’s degree in business administration from Morehouse College, a Master’s Degree in Management from the Krannert School of Management at Purdue University, and a Juris Doctorate from The National Law Center at The George Washington University. In addition to being admitted to practice before all Courts in the State of Maryland, Mr. Farrar is admitted to practice before the United States District Court of Maryland, and the United States Fourth Circuit Court of Appeals.


Miguel Hubbard,
Managing Director

Mr. Miguel Hubbard has served as Senior Underwriter – Housing Finance department of a large regional mixed income housing development firm, where he was responsible for relationship management, soliciting loans, underwriting, servicing, loan fund management/capital raising activities, and providing technical assistance to customers. Prior to that position, Mr. Hubbard was affiliated with a large national consulting firm where he provided clients with a variety of services in Commercial Real Estate and Business Processing. Mr. Hubbard has also worked for a Fannie Mae DUS Lender as an Underwriter, where he provided quotes on loan inquires, inspected property, compiled/analyzed financial, credit and market information for submission to loan committee. He is a licensed real estate broker and has earned other prestigious real estate designations, including the CCIM.
